Human Resource Business Partner Job Location: ADOT Human Resources/Equal Opportunity 206 S. 17th Ave Phoenix, AZ 85007 Posting Details: Salary Range: $67,723.87 - $77,723.87 Anticipated Salary: $72,723.87 Grade: 22 Closing Date: 06/22/2026 Job Summary: This position participates in planning, decision-making, problem solving, and developing strategies regarding human resources (HR) needs and requirements for assigned client groups. This position will oversee and provide technical expertise and ensure compliance with HR policies, rules, regulations, and laws for all HR activities in client groups. Collaborates with other HR employees, leaders, stakeholders, and executive staff members to help resolve HR related matters, concerns and requests. This position serves as a point of contact for the assigned client groups. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Job Duties: Provides HR guidance, tools, resources, and technical expertise to client groups and employees. Assists in developing solutions for strategic HR-related matters to increase effectiveness and efficiency across the agency. Provides coaching and guidance to Administrative Services Officers (ASOs) and other positions with HR functions. Communicates and meets with client groups on a regular basis regarding HR updates and processes. Review work products for accuracy and provide feedback. Conducts research and analysis to help resolve HR issues and improve processes and procedures. Utilizes HR information systems and programs to review data and make recommendations related to classification and compensation, recruitment and operations, performance management, salary analysis, and other areas of HR. Knowledge, Skills & Abilities (KSAs): Knowledge of: -Federal and state regulations, HR policies, Arizona Personnel Rules, statutes, procedures and practices. -Agency and Division policies and procedures. -Classification and compensation strategies. -Performance management processes and requirements. -Recruitment methods, policies and procedures. Skill in: -Continuous improvement tools and processes. -Planning, researching and analyzing information/data. -Problem solving -Conflict resolution and interpersonal resolutions. -Interpreting and applying statutes, rules, policies and procedures. -Utilizing HR information systems, databases, and programs. -Google Workspace. -Decision-making. -Working independently. -Mentoring employees and leaders on HR processes and procedures. Ability to: -Lead conversations about HR topics with client groups. -Communicate and collaborate effectively with employees, leaders, stakeholders and executive staff members. -Conceptualize, organize, and integrate diverse data into a coherent framework. -Recognize priorities and impacts regarding HR processes on employees and the agency. -Use strong negotiation and influencing skills. -Conduct training and presentations. Selective Preference(s): Three years of experience in the Human Resources field. Bachelor’s Degree in Human Resources or a related field. Human Resources certifications (SHRM, HRCI, etc.) Pre-Employment Requirements: This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11). All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
